Active users are those who use Zoho Expense to create any expenses—whether through Autoscan, mileage tracking, real-time expense feeds, or create expense reports. You can purchase licenses for these users upfront when subscribing to Zoho Expense. For example, if your organization has 50 employees but only 10 of them create and submit expense reports, you only need to purchase licenses for those 10 active users.

Yes. Please find the number of minimum users required under each plan, below:
- Standard - 3
- Premium - 3
- Custom - 100
However, there is no upper limit on the number of active user licenses that you can purchase.

You can add as many users as you wish to Zoho Expense and they can use the product. However, if any of them create expenses or expense reports, they will be charged at a cost.

Additional users will be charged at:
Standard plan:- Monthly: $ 5 per active user
- Yearly subscription: $ 4 per active user
- Monthly: $ 9 per active user
- Yearly subscription: $ 7 per active user

We would be charging the additional active users for that month at the monthly rate.
For example, if you've purchased 10 active user licenses under the Premium-Yearly plan, but 15 people are active users of Zoho Expense in a particular month, the additional 5 users will be charged at $ 9 user month. So, you will be sent an invoice for the extra usage for that particular month for 5 * 9 = $ 45 .
