I have chosen the preference to close my sales order when the shipment is fulfilled. Why is my sales order closed even before creating the packages and shipments?

If the sales order contains only the Service-type item, then its status changes to Closed, and the shipment will be marked as Fulfilled automatically upon confirmation of sales order.
